The film begins with a flashback of the partition of India in 1947, when a pregnant woman (Farida Jalal) is separated from her husband and gives birth to twin boys in a refugee camp. She names them Ajay and Tauheed, but soon loses Tauheed to a Muslim couple who flee to Pakistan. She raises Ajay as a Hindu in India, while Tauheed grows up as a Muslim in Pakistan.

In the present day, Ajay (Ajay Devgn) is a pilot in the Indian Air Force, while Tauheed (also Ajay Devgn) is a spy working for the Pakistani Intelligence. They are unaware of their twinhood and their common mother. Ajay falls in love with Priya (Sushmita Sen), a journalist, while Tauheed falls in love with Roshanaara (Manisha Koirala), a singer.

When a terrorist group led by Jabbar (Gulshan Grover) plans to assassinate the Pakistani Prime Minister (Pramod Moutho) during his visit to India, Tauheed is assigned to infiltrate the group and stop them. However, he is betrayed by his boss (Shahbaaz Khan) who is working with Jabbar. Ajay is also involved in the mission as he has to escort the Prime Minister's plane.

The film culminates in a climactic battle between Ajay and Tauheed, who finally discover their true identities and their mother's whereabouts. They decide to join forces and save the Prime Minister from Jabbar's plot. They also reunite with their mother and their respective lovers.

The film ends with a message of peace and brotherhood between India and Pakistan, as Ajay and Tauheed hug each other and salute their national flags.
